Dear Selectman O'Donnell:

I sent you the attached April 29, 1998 letter regarding your comments 
in the Lowell Sun on April 2, 1998 regarding the web site 
www.BillercaNews.com.  

You have failed to respond.  

As asserted in my April 29th letter, your lack of response represents 
your admission that your utterances regarding the April 2nd Lowell Sun 
article represent a willful, deliberate and malicious attack on my 
reputation and character designed to defame and slander me, and thus, 
are malicious defamatory and slanderous utterances aimed at me.

This letter again demands that you produce, per the Massachusetts 
Freedom of Information Act, any and all records that you or the board 
of selectmen have generated or received relating to Mr. Thomas' 
complaint, including the letter itself, and any other records or 
complaints about the Board of Appeals.

I now rightfully consider your continued failure to produce the 
foregoing records to be a willful violation of the Massachusetts 
Freedom of Information Act.   

I will make one last attempt to view these documents at the Selectmen's 
office on Friday, June 5, 1998 or I will escalate the matter.  
Please arrange for the requested documents to be available forthwith. 

In closing, please be formally advised, that your continued propensity 
to trample my civil rights, attack my reputation or deny me access to 
public records will not be tolerated.
